Kenn Parish Council May2007 – April 2008 A Landmark Year

As we all know May 2007 saw the election of a new Parish Council, disappointingly there were only eight nominations for the ten places on the council. Following further advertisement of the vacancies the two places were filled by co-option. 

Kenn Centre

May 2007 saw the application for the loan of £195,000.00 as the Parish contribution to the Kenn Centre secured against the precept. £65,000.00 was drawn down to contribute to Phase 1 of the Kenn Centre (the Pre School facility). The remaining £135,000.00 has been drawn down and is currently on deposit in anticipation of the contribution to Phase 2 (the auditorium, stage, changing rooms, toilets, kitchen and meeting rooms).

Road Safety

This year saw the introduction of flashing speed signs to the Parish courtesy of Devon County Councillor Brian Berman who used some of his allocated budget to fund the purchase. The flashing signs will be used intermittently in Kennford, Kenn, Exminster and Kenton in an attempt to encourage observation of the local speed limits. Following discussion with the Police it is anticipated that trained officers equipped with speed guns in unmarked cars will be conducting sporadic speed checks in the area.

It was reported at a recent Police Liaison Meeting that a recent speed check conducted in Exminster found that 95% of the offenders lived in the Parish (I bet they are the ones speeding through our Parish) As the roads through our Parish continue to accommodate more and ever increasing size of vehicles the Council has continued to lobby on your behalf in an attempt to control the situation. Following productive meetings with Joanne Evans the Headmistress of our school it is anticipated over the coming year that the schools Walk and Stride initiative will be complimented by continued joint working between all parties.

Phase 1 of the Kenn Centre (Kennford Play box Pre School facility)

The construction was a joint project undertaken by Wernicks Buildings Ltd and

Stacey Buildings Ltd.

The project was funded by:-  Kenn Parish Council, Kenn Parish Hall Committee, Teignbridge District Council Devon County Council, Ugbrooke Environmental Ltd & Teignbridge Rural Aid

Truly a local project providing high quality bespoke premises for our well respected and long established pre school. Work commenced October 2007 and was completed and occupied January 2008 within budget.

Quality Parish Status

Quality Parish Status was received at the December 2007 meeting following concerted efforts by current and previous Councillors and our current Clerk. The significance of the qualification will become more apparent after disclosure of recommendations following the outcome of the Boundary Commission Review. It has already been established by central government that the Parish and Town councils will remain in a two tier system regardless of the unitary bids by the County Council and others.

Weighbridge Car Park

The Old Weighbridge site has received planning permission to convert to a Parish car park, to be operated by the Parish Council. Estimates have been received for the ground works, landscaping and fencing required to comply with consents and final agreement of the terms and conditions of the lease are anticipated shortly.

Interesting and challenging times lie ahead for your Parish Council, to involve yourself why not attend a monthly meeting held on every second Tuesday at 7-30pm currently in the school hall. You never know it may prove of interest.
