100/08 In the absence of both Chairman and Vice-Chairman Councillor Preece was elected to take the Chair
101/08 Public Open Session
Mr Dudley Swain D.A.P.C. member was interested in the views of the Council about the Boundary Review. D.A.P.C. are particularly concerned about the effect on small parishes

Minutes of the meeting on Tuesday 10th June 2008 had been circulated and it was resolved they be taken as read and signed as a correct record
105/08 Matters Arising
Councillor Richardson asked why the item about oil tank thefts was not put in Haldon Views.
Clerk replied the information had been sent to the editor but as the editor had not received any confirmation on the information from the police in time to meet the print deadline he could not print it
It was resolved to take agenda items 9,10,11 and 12 first

Councillor Milton joined the meeting and took the chair
Letters received at the meeting from Mr R Taverner and Mr Partridge ref. advertising signs. Clerk reported receiving a phone call from Mr B Slade ref letter on the subject
Standing orders were suspended to allow member of the public to speak
Mr Taverner explained the reasons for the signs and pointed out most were directional, small business’s such as many of those in Kenn and Kennford relied on passing traffic and people from the surrounding area’s being able to find them. Mr Partridge had made the same point in his letter also pointing out the employment benefit that the business’s gave to the parish.
After discussion on the points raised it was agreed that no further action would be taken and that the situation had now been amicably resolved

111/08 Matters raised by the Chairman
Kenn Centre Phase 2 update
Discussions were taking place about the planning application it was hoped to start work in the Autumn
Chairman had met with Derek Moss from highways about road markings outside the School he would look into the possibility of altering the markings. They also looked at the Bulford Lane footpath and what could be done to improve the surface
Old Weighbridge Site. Recommend to start work on the project this year
Chairman reported a useful meeting with the new Trehill Agent Peter Skinner, Clerk had also attended the meeting
Chairman was very pleased to report an outstanding Ofsted report for Kennford Playbox agreed to write and congratulate them
112/08 Councillors Reports
Councillor Richardson suggested the agenda could be put on the website. Clerk and Chairman to investigate the possibility of doing so. Councillor Richardson suggested we protect the green space at St Andrews Close and raised the problem of car parking in Gissons Lane car park. Agreed to ask T.D.C. what are their plans for the future of the car park.
Councillor Preece reported a finger post missing at the triangle and the sign at St Andrews Close was still broken. Clerk to report
Councillor Philipson reported dog fouling was still a problem in Gissons Lane agreed to put an item in Haldon Views and ask T.D.C. to put up signs
Chairman suggested the council approach T.D.C. about the disposal of the small parcels of land in particular the Gissons car park and possibly creating more parking space at St Andrews Close
113/08 Clerks Report
Clerk reported receiving the written resignation of Carolyn Williams
Resolved to declare a casual vacancy. Clerk authorised to publish the required notices
Reply from T.D.C. ref grass cutting. Explained the frequency of cuts and that it would not be financially viable to collect and transport from site grass cuttings
Reply from planning ref windows at house next to Stoneridge. The windows will be fixed and obscure
Reply from Forestry Commission ref footpath 10 our comments were noted and they would look at fixing a temporary sign, the trees would be cleared
Reply from South West Water ref. water leaks. S.W.W. confirmed the main was in poor condition and was on the list of work to be done when finance was available
Clerk reported on the new legislation training day he attended, he received some useful reference material
The photographic record of the old weighbridge site was done except for inside of building highways agency solicitors requested to either provide access or take photographs
There had been no enquiries about the hedge cutting contract, agreed to approach some local contractors

The report had been published the day before the meeting and would be on the August agenda for detailed discussion. Information on how to view the report was circulated

116/08 Public Open Session
Mr Dudley Swain mentioned the D.C.C. call centre which was designed to handle all calls to D.C.C. He also mentioned the probation service who might be he able to help with community work
Mr Swain explained how Dunchideock Parish Council deal with planning applications
